West Liberty, KY. (October 4, 2021) – On October 3, 2021, Kentucky State Police, Post 8, Morehead received a call for assistance from Morgan County 911 Dispatch with a two vehicle fatal collision on KY 7 in Morgan County. Through the investigation, it was determined that Caleb Smith, 18 years of age from West Liberty was traveling north on KY 7 operating a 2002 Toyota Tacoma. Ellis Ratliff, 69 years of age from West Liberty was traveling south operating a 2009 Hyundai Accent. Mr. Smith traveled into the southbound lane striking Mr. Ratliff.
Ellis Ratliff and his passenger, Mabel Ratliff, 75 years of age from West Liberty were pronounced deceased by Rowan County Coroner John Northcutt. Caleb Smith was transported to St. Claire Hospital in Morehead by Morgan County EMS. Mr. Smith was later transferred to the University of Kentucky Hospital for treatment of his injuries.
Kentucky State Police, Post 8 was assisted by Rowan County Coroner’s Office, Morgan County Sheriff’s Department, Morgan County EMS and Morgan County Fire and Rescue. This collision remains under investigation by Kentucky State Police, Morehead.
